PERSIST is a project that adopts an innovation-oriented approach to address the challenges of decarbonising the energy system and promoting Positive Energy Districts (PEDs) across Europe.

PERSIST benefits from Living Labs that representing different behavioral and regulatory contexts within Europe. By linking the experiences of countries with more advanced PED development to those with less developed PED frameworks, the project aims to identify specific strategies for PED development that align with the known success factors outlined by JPI Urban Europe. These factors include stakeholder engagement, integrated technologies, financing and business models, citizen engagement and support, the feasibility of pilot projects, cooperation and support at national, regional, and local levels, political backing, integrated urban planning strategies, local renewable energy resources and public-private partnerships, among others.

Dates: December 2023 – December 2026

The project aims to gain a deeper understanding of how socio-economic, socio-cultural, and socio-political factors influence the development of PEDs (Positive Energy Districts) and their interconnections with technological, regulatory, and investment aspects across different geographical, cultural, and economic contexts. To achieve this, the project outlines a global strategy for creating PEDs in urban areas, emphasising the importance of integrating innovative solutions, such as flexible energy technologies and energy storage systems to maximise energy efficiency and reduce carbon emissions.
